Lieutenant Javier Moro

Lieutenant Moro commenced his career with the Harford County Sheriff's Office in October 2001, following a period of service with the Baltimore City Police Department. Initially assigned to the Police Operations Bureau, he provided patrol services across both the Northern and Southern areas of Harford County. He took a keen interest in specialized tactical operations, dedicating fourteen years to the Special Response Team and serving as its leader for over six of those years. Following this tenure, he transitioned to the Investigative Services Bureau, where he assumed the role of Unit Supervisor for the Domestic Violence Unit within the Family Justice Center. In this capacity, his focus was on addressing crimes perpetrated by intimate partners or family members. Upon his promotion to Sergeant, Lieutenant Moro was assigned to Northern Patrol Operations. He later returned to the Family Justice Center, this time as the Unit Supervisor for the Child Advocacy Center, where his efforts were concentrated on investigating and addressing child abuse cases. In 2021, Lieutenant Moro was promoted to his current rank. He previously served as the Harford County Sheriff's Office Training Director, a role in which he oversaw all training requirements and certifications for the agency. Lieutenant Moro is a certified instructor through the Maryland Police Training Commission, providing instruction on various courses to supervisors, deputies, and entry-level academy classes.

Sgt. Stavros Kalambihis
Harford County Sheriff's Office

Sergeant Kalambihis joined the Harford County Sheriff’s Office in October of 2010. He began his career in uniformed patrol at both the Northern and Southern precinct. He was promoted to Corporal where he lead the School Policing unit and helped to expand the unit to cover all middle and high schools in Harford County. He was highly regarded by the school’s administrations and forged meaningful relationships between Harford County Public Schools and the Harford County Sheriff’s Office. He was promoted to Sergeant where he spent approximately one year leading the Southern Precinct midnight shift and Northern Precinct dayshift in the uniformed patrol division. He was transferred to the Family Justice Center on December 25th, 2021. Sgt. Kalambihis is a member of the Crisis Negotiation Team where he works to help citizens through crisis. Sgt. Kalambihis is a father to three young children who keep him incredibly busy.

Cpl. David Skica
Harford County Sheriff's Office

Cpl. Skica has been a member of the Harford County Sheriff’s Office since 2008. He graduated from Towson University in 2002 with a Bachelor’s Degree in Sociology, and later from Johns Hopkins University with a Master’s in Management (2007). He started his career in law enforcement with the Baltimore Police Department in 2002 and served until 2008. His duties were in the patrol division and in district/city-wide narcotics sections. Since joining the Sheriff’s Office, he served in the patrol division until 2013. He was then assigned to the Criminal Investigations Division where he served in the Property Crimes Unit, Major Case Unit, and the Child Advocacy Center until his promotion in 2024. He was a patrol supervisor in the Northern Precinct but was reassigned to the Child Advocacy Center in 2025. Cpl. Skica has been a member of the Special Response Team (SRT) as well as being a Firearms Instructor and MPCTC- certified general instructor teaching in-service and academy classes.

Detective Carey Gerres
Harford County Sheriff's Office

Detective Gerres graduated from Towson University in 2001 with a Bachelor's Degree in Sociology. In March 0f 2003, Detective Gerres entered the Harford County Sheriff's Office Law Enforcement Academy. Upon completion of the academy and field training, Detective Gerres was assigned to the Southern Precinct, evening shift. Detective Gerres is a member of the Harford County Sheriff's Office Crisis Negotiation Team, and is currently a fitness instructor assigned to the training academy. Detective Gerres is also a certified Mental Health First Aid instructor, as well as a certified instructor for law enforcement personnel. Detective Gerres was transferred to the Child Advocacy Center in March of 2010. Prior to serving with the Sheriff's Office, Detective Gerres worked as a caseworker for the Choice Middle School's Program, a non-profit organization that worked with at-risk children in the community.

Detective Kristen Scurto
Harford County Sheriff's Office

Detective Scurto graduated from Towson University with a Bachelor's Degree in Chemistry. She became a member of the Harford County Sheriff's Office in 2012. Detective Scurto worked uniform patrol on midnight shift out of the Southern Precinct until December of 2015. Detective Scurto then transferred over to the Family Justice Center where she was assigned to the Domestic Violence Unit. As a Detective there, she assisted victims of domestic violence in getting proper resources and seeing the case through until court date. Detective Scurto transferred over to the Child Advocacy Center in August of 2020. In addition to her main duties, Detective Scurto is a Maryland Police and Corrections Training Commissioner certified instructor.

Detective Daniel Quezada

Detective Quezada graduated from Pace University with a Bachelor’s Degree in Criminal Justice in 2009. Detective Quezada started his career in law enforcement with the Baltimore Police Department in 2020. In 2022, Detective Quezada joined the Harford County Sheriff's Office where he was assigned to Patrol Operations in the southern area of Harford County. Detective Quezada is a current member of the sUAS drone unit, Mobile Field Force, Public Information Officer, and Field Training Officer. Detective Quezada was assigned to the Child Advocacy Center in April 2025.

Detective Adam Kaminski
Harford County Sheriff's Office

Detective Kaminski served in the U.S. Coast Guard for over 21 years, where his primary role was serving as a Machinery Technician. His service also included being a federal law enforcement officer, tactical boat crewmember, and EMT, while being certified as an instructor for multiple specialties including firearms. While in the USCG, Detective Kaminski graduated from Sonoran Desert Institute with an associate’s degree in Firearms Technology. Detective Kaminski continued his law enforcement career after retiring from the USCG, with the Harford County Sheriff’s Office. He graduated from the HCSO’s Law Enforcement Academy in August 2021. Following his training, Detective Kaminski was assigned to Patrol Operations in the southern area of Harford County. Detective Kaminski is a current member of the sUAS drone unit, Marine Unit, Honor Guard, is a Drill Instructor, and is a Maryland Police and Corrections Training Commission certified instructor. Detective Kaminski was assigned to the Child Advocacy Center in March 2025.

Detective Francis Sullivan
Harford County Sheriff's Office

Detective Sullivan graduated from Stevenson University in 2015 with a bachelor's degree in Criminal Justice. He joined the Harford County Sheriff's Office in 2017 as a Correctional Officer. In 2018, he transferred and graduated from the law enforcement training academy where he was then assigned to Patrol Operations in the northern area of Harford County. Detective Sullivan is a current member of the Mobile Field Force and the Crisis Negotiation Team. He is also a certified Field Training Officer and a Public Information Officer. Detective Sullivan was assigned to the Child Advocacy Center in May 2023.

Detective Nick Gouveia
Harford County Sheriff's Office

After serving in the United States Air Force, Detective Gouveia started his law enforcement career with the Baltimore Police Department in 2015. While there, he worked targeted enforcement in high crime areas and conducted patrol duties in the Western District. After joining the Harford County Sheriff’s Office in 2018, he served in patrol operations in the southern portion of the county. In 2022, he was then assigned to the Criminal Investigation Division, Property Crimes Unit, before transferring to the Child Advocacy Center in 2024. Detective Gouveia has earned an Associate Degree in Criminal Justice and a Bachelor’s Degree in Graphic Communications through the University of Maryland.

Christina M. Cuomo

Ms. Cuomo is a 2002 graduate from Notre Dame of Maryland University, where she received her Bachelor’s Degree in Communication Arts, minoring in English. Thereafter, she received her Juris Doctorate Degree from the University of Baltimore School of Law, with concentrations in Criminal Practice, and Litigation and Advocacy. Ms. Cuomo worked in the Baltimore County State’s Attorney’s Office from 2003-2014, initially as an intern and law clerk in the Domestic Violence Unit, and later as an Assistant State’s Attorney in the District Court Division, Juvenile Division, and Felony Division. In 2014, Ms. Cuomo transitioned into private practice as a solo practitioner. Ms. Cuomo joined the Harford County State’s Attorney’s Office in January, 2023; as the Division Chief, she assists with the management of the Child Advocacy Center, and represents the State of Maryland and crime victims in both domestic violence cases as well as cases involving child victims.

Jason Allen
Special Victims Unit Deputy Chief

Jason is the Deputy Chief of the Special Victims Unit. As Deputy Chief, he assists with the management of the Child Advocacy Center and represents the State of Maryland in domestic violence cases and crimes involving child victims. Jason has been with the Harford County State’s Attorney’s Office since 2016, working in the District Court Division, the Domestic Violence Division, the Felony Division, and serving as the contact attorney for white collar crimes. Prior to joining the State’s Attorney’s Office, he worked at the National District Attorney’s Association from 2009 through 2015, helping provide training and technical assistance to police and prosecutors nationwide. While there, he worked with the National Center for Prosecution of Child Abuse, National Traffic Law Center, National Gun and Gang Violence Initiative, and Mortgage Fraud Task Force. Jason is a 2010 graduate of American University Washington College of Law, where he interned with the Montgomery County State’s Attorney’s Office and participated in the Criminal Justice Clinic as a Rule 16 student attorney. He received a bachelor's degree in Political Science from The Ohio State University in 2007.

Rebecca Malkowski

Rebecca graduated from Mount Saint Mary's University in 2016 with a Degree in Elementary Education. She graduated from the University of Baltimore School of Law in 2019. At the University of Baltimore, Rebecca was on the National Appellate Moot Court Team and on the Law Forum Journal. Rebecca also participated in the Juvenile Justice Project clinic as a Rule 19. After graduating law school, Rebecca was a law clerk for the Hon. H. Patrick Stringer, Jr. of the Circuit Court for Baltimore County. Just prior to joining the Harford County State’s Attorney’s Office in 2021, Rebecca was an Assistant County Attorney through Baltimore County’s Department of Social Services. Rebecca is one of the Assistant State’s Attorney’s assigned to the Crimes Against Children Unit.

Jennifer L. Alvarez

Ms. Alvarez is a 1996 graduate from Penn State University, where she received a Bachelor of Science Degree in Economics. Thereafter, she received her Juris Doctorate Degree from Villanova University in 1999. Ms. Alvarez worked for a non-profit organization providing legal services to victims of domestic violence, sexual assault, and stalking for over 15 years, and served as the Director of Legal Services from 2020-2023. She transitioned to the State’s Attorney’s Office in 2023 and represents the State of Maryland and crime victims in domestic violence cases.

Heather Shek
Assistant State’s Attorney

Ms. Shek is an Assistant State’s Attorney who joined the Harford County State’s Attorney’s Office in March 2023. She began in the General District Court Unit before transitioning into the Special Victims Unit. She primarily handles domestic violence cases, but also prosecutes cases involving child victims. Prior to joining the State’s Attorney’s Office, she served as Deputy Legal Counsel for Governor Larry Hogan, after a brief foray in politics and family law. Before receiving her law degree, she worked as a parole and probation agent. Ms. Shek is a graduate from the University of New Haven where she received her Bachelor’s Degrees in Psychology and Criminal Justice, and her Master’s Degree in Forensic Psychology. Thereafter, she received her Juris Doctorate Degree from the University of Maryland Francis King Carey School of Law with a concentration in Health Law.

Logan Hayes

Logan is a 2015 graduate from the University of Delaware, where she received her Bachelor’s Degree in International Relations, minoring in French and English. She then received her Juris Doctorate and Masters of Business Administration from University of Baltimore’s School of Law and Merrick School of Business as a part of the school’s JD/MBA dual-degree program in 2019. While at the University of Baltimore, Logan was a member of the National Trial Competition Team and served as the Comments Editor for the Journal of International Law, which elected to publish both her article and comment while she was a first-year staff member. Logan also participated in the Veterans Advocacy Clinic as a Rule 19 student attorney. After graduation, Logan was a law clerk for the Honorable Paul W. Ishak of the Circuit Court for Harford County prior to joining the Harford County State’s Attorney’s Office in April 2020. After almost 2 years, Logan decided to spend a year in private civil practice before returning to criminal prosecution as a Special Assistant United States Attorney with the U.S. Attorney’s Office of Maryland. In May 2023, Logan returned to the Harford County State’s Attorney’s office, and she is one of the Assistant State’s Attorney’s assigned to the Domestic Violence Unit.

Anthony "Andy" Baranauskas

Andy is a graduate of McDaniel College and the University of Baltimore School of Law. While in law school, Andy worked in the Hogan Administration at the Governor’s Office for Crime Control and Prevention. He joined the Harford County State’s Attorney Office in 2022 following a one-year clerkship with the Hon. Brian DeLeonardo in the Circuit Court for Carroll County. While at the Harford County State’s Attorney Office, Andy spent three years in the District Court and Misdemeanor Jury Trial Units, and is currently assigned as an Assistant State’s Attorney in the Domestic Violence Unit.

Chris Taylor

Mr. Taylor was hired by the Harford County State's Attorney's Office in November 1997 as a paralegal in the Juvenile Unit. Chris was later transferred to the District Court Unit of the office where he prepared DWI, assault and drug cases for court. In May of 2002 he graduated Magna Cum Laude from the University of Baltimore with a Bachelor of Science in Criminal Justice. In May of 2002 he began work in the Domestic Violence Unit as a paralegal/victim advocate. He prepared misdemeanor physical child abuse cases as well as child neglect cases for court. In June of 2013 he was hired as the Family Advocate for the Child Advocacy Center. Chris is very knowledgeable about the dynamics of abuse in families. He also has an extensive working knowledge of investigations and the court system and is here for the family to provide information and emotional support.

Alethea Miller

Alethea graduated from Mary Washington College in 1996 with a Bachelor's Degree in Psychology. She was employed after graduation by Community Memorial Pavilion Psychiatric Hospital providing services for Intake and Utilization Review. Alethea then moved to Mecklenburg County Department of Social Services providing services for many departments to include Protective Services and Adult Services. Her move to Laurel, Maryland took her to Genesis HealthCare. At Genesis, Alethea worked with short and long term rehab and nursing home residents. She began working at the CAC in 2006 as a Forensic Interviewer/Victim Advocate.

Brenda Leard

Mrs. Leard graduated from Villa Julie College with a Paralegal degree. She has 35+ years of experience preparing criminal cases and working with victims.  In 2003, she was hired by the Harford County State's Attorney’s Office to prepare drug cases. In 2018, she was transferred to the Family Justice Center where she handled domestic violence and child abuse cases. She is now assigned specifically to the Child Advocacy Center. Throughout her career, she has attended many specialized trainings, most recently attending the International Symposium on Child Abuse. Brenda loves being part of the Child Advocacy team and is dedicated to helping the children of our county.

Jessica Sautter

Jessica Sautter is a Licensed Graduate Professional Counselor (LGPC) who is certified by the National Board for Certified Counselors. Jessica is also a Certified Trauma-Focused Cognitive-Behavioral Therapist. Jessica received her Bachelor’s Degree from The University of Arizona in Psychology and her Master’s Degree in Counseling, with an emphasis on community counseling, from the University of Phoenix. With more than ten years of counseling experience, Jessica has acquired extensive knowledge in assisting children, adolescents, and adults with issues related to anxiety, mood, and trauma-related disorders. She also has extensive experience working with older and disabled adults, including those with Alzheimer’s disease and dementia.

Dione Bakule, LCSW-C

Dione is a 1996 graduate of Oxford College of Emory University and a 1998 graduate of the University of Central Florida. She received her Master's in Social Work from the University of Maryland School of Social Work in May, 2004. Dione has worked as a social worker for the State of Maryland since July, 2004. She began her work with Baltimore City Child Protective Services (CPS) until she transferred to Harford County CPS in August of 2005. Mrs. Bakule was assigned to the Child Advocacy Center in February of 2008.

Mary Ann Conway, LGSW

Mary Ann is a 2007 graduate of Stevenson University with a degree in Human Services. She received her Master's in Social Work from the University of Maryland School of Social Work in June of 2011. For her two year-long internships, Mary Ann worked at Harford County Department of Social Services in the Adoptions Unit and with the Child Advocacy Center. Mary Ann was assigned to the Child Advocacy Center in June of 2011.

Catherine Kidd, LCSW-C

Catherine earned her Dual Bachelor's Degree in Criminology and Sociology from the University of Maryland College Park in 2009. She interned for the Baltimore City State's Attorney's Office Felony Family Violence Division from 2008-2009. She received her Master's of Social Work from the University of Maryland School of Social Work in 2013. Catherine been with Harford County Department of Social Services since 2009 and has worked and interned in several units, including: Family Investment Administration, Consolidated In-Home Services, and Child Protective Services. Catherine was assigned to the Child Advocacy Center in July 2015.

Mollie Shrader, LCSW-C

Mollie is a 2012 graduate of Salisbury University with a degree in Social Work. She received her Master's in Social Worker from the University of Maryland School of Social Work in June of 2013. For her yearlong internship, Mollie worked at Baltimore County Department of Social Services in the Foster Care Infant and Toddlers Unit. Mollie has worked as a social worker for the State of Maryland since July 2013. She was assigned to the Child Advocacy Center in July of 2015.

Lauren Crowl, MSW

Lauren began her career with an Associate's Degree in Chemical Dependency Counseling in 2013, and worked four years with adolescent youth who were experiencing substance abuse issues. Lauren graduated from University of Maryland, Baltimore County in 2015 with her Bachelors in Social Work. She then received her Master's Degree in Social Work at University of Maryland, School of Social Work in 2017. Lauren has had yearlong internships working in Foster Care in Baltimore City, Consolidated Services in Baltimore County, and interned for one year at our own Child Advocacy Center in Harford County from 2016- 2017. Lauren has been formally employed with the State of Maryland since May of 2017 and began working out of the CAC at this time.

Carrie Thompson, LMSW

Carrie is a 2015 graduate from the University of Maryland, School of Social Work. She earned a Bachelor's degree in Social Work with a minor in Sociology at University of Maryland Baltimore County. She earned an associate's degree in Criminal Justice at Harford Community College. She completed two social work field placements, one in foster care at Baltimore County Department of Social Services and the second in Child Protective Services at Cecil County Department of Social Services. In 2015, she began her work as a Child Protective Services Social Worker at the Baltimore County Child Advocacy Center. In 2017, she transferred to Harford County Child Protective Services. She was assigned to the Harford County Child Advocacy Center in April 2019.

Kara Dager
Family and Child Advocate - Trauma Recognition Coordinator

Kara graduated from Philadelphia Biblical University in 2008 with a Bachelor's Degree in Bible with a concentration in Counseling. She has been employed by the Harford County Sheriff's Office since 2005. Kara worked in the Southern and Northern Precincts during the summer of 2005. She returned the following summer and worked in the Personnel Office and upon graduation continued to work in the Personnel field. In 2009, Kara applied for a transfer to take on a new grant position to start a Program called Trauma Recognition and Coordination. She started work on the new program in October, 2009 and was transferred to the CAC in February, 2010 to continue as the Trauma Recognition Coordinator. She most recently took and completed the Victim Assistance online training through the Office of Victims of Crime.
